Duties

As a Fish Biologist/Natural Resource Specialist, you will perform the following duties:

  • Promote the conservation of marine and aquatic resources and protected species and their habitat by analyzing fishery policies, issues, and regulation, ensuring adherence to Federal statutes such as the Endangered Species Act (ESA), the Magnuson-Stevens Fishery Conservation and Management Act (MSA), the Marine Mammal Protection Act (MMPA), the National Environmental Policy Act (NEPA) and other applicable environmental laws.
  • Use a general understanding of regulatory laws, fish, marine mammal and other protected species biology, and aquatic habitat requirements to perform various technical consultations and issue permits with federal agencies.
  • Collaborate with external Federal, State, and local agencies and tribes in the management and recovery of identified NOAA trust species, and develop to promote protected species conservation programs.
  • Follow all applicable federal guidelines with regard to electronic records and consultation tracking systems, and regularly consult with NOAA general counsel, experts in the field, and NMFS science centers to produce documents and processes that are scientifically sound and legally defensible.

Purpose of the Role and Qualifications

PPIC’s Water Policy Center aims to recruit a research fellow with a background and strong interest in water-related policy research, who is able to demonstrate significant interest in connecting research to policymaking. Ideally, the candidate will bring substantive knowledge and interest in western water and climate policy. Specific interest and expertise in one or more of the Center’s major focus areas is desirable: (1) ensuring clean and reliable water supplies; (2) building healthy and resilient ecosystems; and (3) preparing for droughts, floods, and wildfires, including an emphasis on how climate change will affect these areas.

The successful applicant will have a doctoral degree or equivalent in engineering, physical sciences or a related field, with excellent skills in quantitative and qualitative research, non-technical writing, external policy engagement, and communications. We seek applicants at various stages in their careers, from recent Ph.D. graduates to mid-career and senior-level researchers. While a background in California policy research is an advantage, we also seek applicants with federal or other state-level research experience that could be translated to the California context.

Key Responsibilities:

  1. Collaborate with PPIC Water Policy Center researchers to identify policy research opportunities that will help inform and improve California’s water management.
  2. Engage in all aspects of the design, implementation, and analysis of research that responds to key policy opportunities using a variety of tools, including quantitative and qualitative data collection and analyses.
  3. Conduct original research and produce PPIC publications, including reports, policy briefs, blogs, and fact sheets, in collaboration with the research and communications teams.
  4. Engage and cultivate professional relationships with external and internal stakeholders, including water leaders, policy makers, researchers, practitioners, the general public, and PPIC staff through research presentations and targeted outreach.
  5. Collaborate with the WPC director and the PPIC development team to identify and seek grant support for research projects.
  6. Participate actively as a collaborative member of the WPC team, the larger PPIC research community, and the broader water resources research field, through regular attendance at meetings, retreats, events, convenings and/or conferences.
  7. Work with and mentor junior research staff on developing and strengthening research skills.

Key Attributes

Successful candidates will bring excellent research skills, as well as strong skills in writing, external policy engagement, and communications. Excellent analytical, verbal, organizational, and interpersonal skills are required for success in this role. A Ph.D in engineering, physical sciences or a related discipline is preferred.

Experience with quantitative data collection and analysis is required, including demonstrated experience designing and executing research studies, ideally in a collaborative context. Knowledge of the R statistics package or another statistical software is preferred.

Strong writing skills, demonstrated through prior writing and publications are essential; the ability to write for a range of audiences including water leaders, policy makers, practitioners, and the general public is preferred. The candidate must bring strong interpersonal skills to support collaboration with colleagues in research, communications, government affairs, and development, as well as organizational skills that support their ability to handle multiple tasks, timelines and priorities in a team environment.

Familiarity with the California water policy, freshwater ecosystems, and water management is preferred. However, applicants with federal or other state-level research experience that could be translated to the California context are also encouraged to apply.

Compensation and Benefits

The salary range for offers for this position is $126,800 - $183,000. The Metropolitan Water District of Southern CA has a Limited-Term Principal Environmental Specialist position available to support the Webb Tract project. Application filing date ends September 11, 2024.

The position is funded by the Webb Tract grant and will primarily be responsible for implementation of the wetland restoration project. The term of the position is three years. As a Limited-Term position, the person will earn CalPERS service credit, health benefits (medical/dental, etc.) and accrue vacation. Please note that as an LTE, the person is not guaranteed a full-time position at Metropolitan at the end of the LTE term.

Key Responsibilities

  • This position works under the supervision of the Manager of Bay-Delta programs and collaborates with Bay-Delta staff who investigate, develop, and implement habitat restoration projects on specific sites in the Bay-Delta region. The position will also collaborate with other key internal staff and consultants on engineering design, environmental compliance, regulatory permitting efforts, and sustainable agricultural practices.
  • Key responsibilities include project management, project development, assessing environmental issues and determining compliance requirements; assessing resource needs, establishing priorities and schedules, cost estimation, grant administration including budget tracking and reporting, and directing staff and consultants to accomplish work requirements, coordinating landowner outreach, permit implementation, construction oversight, data management and reporting, and communications with partner organizations and agencies.
  • The position requires regular travel throughout the Sacramento-San Joaquin Delta region and frequent field work in remote locations and under varying climactic conditions.

American Rivers' Central Valley Team is hiring up to three new positions to help protect and restore rivers and urban creeks. They are looking for staff to help manage multi-benefit floodplain restoration projects in the Sacramento River Basin, San Joaquin River Basin, and San Francisco Bay and Delta.

Job Summary

The Associate Director, California Central Valley River Restoration, will help American Rivers develop and implement projects to protect and restore critical rivers and floodplains in the Central Valley to increase resiliency to climate change, support natural biodiversity, increase nature access and flood safety among vulnerable communities, and promote a river stewardship ethic among California decision makers. We are seeking up to three team members who are capable of developing and managing on-the-ground restoration projects from conception to implementation—including securing funding; managing budgets and schedules for state and federal grants; and coordinating with multiple agencies, partners, and consultants in the Central Valley.

American Rivers’ Central Valley Program is also building its capacity to shape and influence policies such as the Central Valley Flood Protection Plan, the Bay-Delta Water Quality Control Plan, and the Sustainable Groundwater Management Act. In addition to project management, the Associate Director, California Central Valley River Restoration will contribute policy and technical expertise to our efforts to restore Central Valley floodplain functions and reform flood management policy at the state and national level.

Each team member will support the general activities of the Central Valley Program while focusing their project management efforts in one of the three geographies listed below. Candidates located within or proximate to a given geography will be given preference:

Sacramento River Basin: Projects in this geography include planning and implementing a large-scale floodplain restoration effort along the mainstem of the Sacramento River at Turning Point Preserve (River Garden Farms) in Yolo County; planning side channel restoration for salmonid habitat in Tehama and Shasta counties; and developing river restoration opportunities within the Sacramento River Basin. The team member focusing on this geography will also participate in collaborative regional efforts including the Floodplain Forward Coalition, Sacramento River Technical Advisory Committee, and others.

San Joaquin River Basin: Projects in this geography include planning and implementing floodplain restoration efforts at Great Valley Grasslands State Park in Merced County and developing river restoration opportunities within the San Joaquin River Basin—including, but not limited to, San Joaquin, Stanislaus, Merced, Madera, and Fresno counties. The team member focusing on this geography will also participate in collaborative regional efforts that may include the Regional Flood Management Plan groups and others.

San Francisco Bay-Delta: Projects in this geography include tidal marsh restoration in the Delta at Peters Pocket in Solano County; riparian restoration at River Islands near Lathrop; and a large-scale flood protection and restoration effort at Van Buskirk and along Mormon Slough in Stockton, among others. The team member focusing on this geography will also participate in collaborative regional efforts including planning and implementing urban creek restoration efforts in Sacramento and other locations.

Principal Responsibilities

  • Work with the Central Valley Program to develop and implement multi-benefit strategies for restoring Central Valley River floodplains at scale, prioritizing areas that improve nature access and reduce flood impacts for vulnerable communities;
  • Manage planning and implementation of multi-benefit river restoration projects in the Central Valley, including community outreach, partner engagement, monitoring, budgeting, contracting, invoice tracking, soliciting bids, and project construction tracking;
  • Help develop solutions to technical, legal, and political challenges of expanding flood bypasses and restoration projects in the Sacramento and San Joaquin River Basins;
  • Participate and represent American Rivers in regional collaborative efforts;
  • Work with American Rivers’ Central Valley Program and national staff to support exchange of knowledge and experience on multi-benefit floodplain restoration across regions within American Rivers;
  • Identify sources and work with the Central Valley Program to develop fundraising proposals and grant applications for identified projects;
  • Draft comments and advocacy letters to shape river and water management projects, programs, and policies;
  • Represent American Rivers in public planning forums as appropriate; and
  • Potentially apply expertise (fish or aquatic ecology, geomorphology, engineering, water quality, etc.) for river restoration planning and monitoring in the field and in quantitative analysis.
